Strategic Masterplan for SWM (Solid Waste Management) for Beirut City and MATN District
The Masterplan (MP) considers Beirut City and the nearby geographical area of the Matn Caza. The MP is part of a broader national dialogue on the SW sector led by the Ministry of Environment (MoE) and supported by the World Bank, in close coordination with the international organisations and donor community.
In the current financial crisis, characterized by devaluation and reduction in government funding for the costly day-to-day operations of the solid waste (SW) sector, Lebanon is on the verge of a public health crisis caused by the near collapse of its waste management infrastructure. Urgent and strategic interventions need to be accelerated to ensure that SW management services can be maintained restored and modernized. The first step to address such a profound crisis in the waste management sector is planning. This document aims to define objectives and actions necessary to activate modern waste management systems that can cope with the current crisis and be more resilient to future ones.
Beirut is the capital of Lebanon and the largest city in the country, with a population of 445.848 and a surface area of 19.8 km². Matn Caza is a mix of densely populated urban area strongly connected to the capital and rural area in the Mount Lebanon Governorate. Matn Caza is located to the east of Beirut, with a population of about 572.043 inhabitants and a surface area of 265 km2.
